As revealed by Digital Competitiveness Index 2021 Reports, Indonesia’s digital index tends to be left behind (on average) compared to other developed countries. Although the Gross Domestic Product (GDP) is leading, Indonesia still found digital inequality. It showed a gap in the digital adoption between the top tier region, like mainly the Java Provinces, and other provinces – typically, middle and eastern provinces.




Java provinces reached 70% digital index In the business sectors, while other provinces showed below 30%. The essential factor is because the quality digital talents are more likely dispersing inside the Java Provinces. More precisely, in big cities such as Jakarta, Surabaya, and Bandung, it is necessary to have a breakthrough to initiate business transformation on a regional scale, apparently outside Java Island.

If we examine closely, the contribution level of the regional economy (including also the non-Java provinces) to the national economy is quite essential, which reaches 40% on average. Adversely, a few stakeholders, especially the corporation, committed to building a digital civilization on a regional scale—only a few, such as BUMD, engaged in the procurement of technology infrastructure.
